Karnataka Introduces Bed & Breakfast Policy to Boost Tourism Accommodation

Bengaluru: The Karnataka government has introduced a new Bed & Breakfast (B&B) policy aimed at encouraging greater private investment in the State's growing tourism sector while expanding accommodation options for visitors.
The initiative, introduced by the Department of Tourism, creates a clear distinction between community-based homestays and commercially operated Bed & Breakfast establishments. Under the *Guidelines for Registration of Homestay Establishments – 2025*, community-based homestays will continue to be classified as a non-commercial category, where the host family resides on the same premises as guests. In contrast, Bed & Breakfast establishments will be recognised as a commercial category, allowing operators or authorised agents to manage the property and provide hospitality services.
Minister for Energy and Tourism K.J. George said Karnataka's tourism sector is witnessing rapid growth, making it essential for the accommodation ecosystem to evolve alongside changing traveller expectations. He said introducing separate categories for homestays and B&B establishments would preserve the authenticity of local hospitality while encouraging professionally managed accommodation, thereby improving visitor experience and expanding quality lodging infrastructure across the State.
The Department of Tourism said separate operational guidelines for the Bed & Breakfast category would be issued shortly. The new framework is intended to support professionally managed tourist accommodation while safeguarding the identity of community-based homestays. It is also expected to improve service quality, simplify regulatory oversight and strengthen tourism infrastructure.
To enhance visitor safety and confidence, the department has made it mandatory for establishments to display registration certificates, maintain guest records, ensure police verification of staff and comply with prescribed safety protocols.
